TC 4.02-1 / STP 21-1 — First Aid and Tactical Combat Casualty Care
TC 4.02-1 and STP 21-1 define the first aid and Tactical Combat Casualty Care (TCCC) standards every soldier must know — the lifesaving skills that keep soldiers alive from point of injury through evacuation.

Three phases of TCCC (Care Under Fire, Tactical Field Care, Tactical Evacuation Care), eight lifesaving steps, tourniquet application, airway management, hemorrhage control, wound packing, hypothermia prevention, and casualty evacuation procedures.
First aid is tested at boards because every soldier is a potential first responder. Boards ask about the eight lifesaving steps in order and the three phases of TCCC. Knowing that Care Under Fire means return fire first — then treat — reflects the tactical reality boards want to see NCOs understand.
