Army Regulation 600-8-10 governs all leave and pass programs — how leave accrues, what types are authorized, and the procedures soldiers and leaders must follow to request, approve, and document time away from duty.

Leave accrual (2.5 days/month), special leave accrual, advanced leave, Environmental Morale Leave (EML), R&R leave, convalescent leave, regular and special passes, Permissive TDY (PTDY), emergency leave, immediate family definitions, and DA Form 31.
Leave and pass policy is tested at boards because NCOs approve and manage leave for their soldiers. Knowing the difference between a pass and leave, what qualifies as emergency leave, and when PTDY is authorized demonstrates the administrative competence boards expect of NCOs.
